NSS and Pink Sheets

Hi, I'm heavily invested in a pink sheet stock that is about to change its CUSIP and ticker name. This stock has a low float (4M) and is believed to be subject to NSS. The rumor (on a large message board) is that when the CUSIP changes, the market makers will have to cover their shorts.

Can anyone tell me if this is true or not, and provide some documentation? Any info will be greatly appreciated. thank you.
